Ruleset v1

First published version of the rules, only played 2 games following those !
As of now, i think the game is a bit too easy, a bit too long, and not very exciting. But the rough idea is there, it can be played and expanded upon. I'd love to have nicer visuals for the buildings/districts of the city, but that will have to wait for (a lot more) later !
